1. How a new vessel can be registered?

Whenever a new vessel is to be constructed, the owner of the vessel has a choice either to get it built under a Class or he can get it built from any Shipyard/ Builder by getting plan approved by Naval Architect.

Once the vessel is completed, the owner approaches the Registering Authority to register the craft. GMB has a checklist to be followed at the time of the vessel registration. After verifying the documents as per the checklist, vessels are registered as per the following:

If the vessel is Dumb Barge, then it is done by the Head of Nautical Branch. For the safety of the craft and the channel, GMB has started surveying of the Dumb Barges, which were not surveyed earlier.

If the vessel is built outside the state, the registration and survey is done by Head of Nautical Branch (Since these crafts require NOC from DG, Shipping/MMD) and involves verification of owners and question of mortgage etc.

If the vessel is built within the state, Port Officers who have been designated for the same would carry out the procedure for registration. For this we have issued the required circular.

The owner has to apply to Head Office, for this purpose, Head of Nautical Branch would direct to the concerned Port Officer to carry out the registration and allot Registration Number, if all the requirements as per the checklist are fulfilled.

2. What is checklist to register a new vessel?

Checklist for new registration

Request letter from owner.
Declaration of ownership and citizenship of India. (Notarized)
Certificate of class (if any)
Approved LSA/FFA Check list.
If the owners are in a partnership firm or concern proof of partners and citizenship of all partnership.
If it is a company registered under Companies Act in Gujarat State.
- (a) Registration certificate issued by the registrar of companies.
- (b) Proof of citizenship and address of all directors.
Computation of tonnage measurement.
Certificate of all materials used.
Certificate for machineries from manufacturer.
Stability Data.
Builder's certificate.
Sale/Purchase deed.
Declaration of mortgage or hypothecation.
Proof of permanent and present addresses.
Drawing of general arrangement plans, shell expansion plan, machinery layout, propeller, Shafting gears and steering plan, pipeline such as bilge and ballast, oil transfer etc.
Receipt of registration fees paid.

3. How the registry can be changed of old vessel?

If the owner wishes to change the registry from one state to another or from one port to another port, he needs to apply to the Head Office. For vessels outside the state, registration is done by the Head of the Nautical Branch and for within the state, it would be done by respective Port Officer. Checklist is prepared for the same.

4. What is checklist to change the registry of a vessel?

Following documents are to be submitted for getting the change of registration of inland vessels.

Request letter from owner.
Declaration of ownership & citizenship of India (Notarized)
Certificate of class (if any).
Approved LSA/FFA check list.
NOC from previous registrar.
Builder certificate.
Sell/purchase deed.
Original certificate of registry.
Certificate of survey.

No objection certificate from mortgagers or hypothecators.

(i) Proof of permanent and present address.
(ii) All possible data regarding stability, drawings of general arrangement plans, shell expansion plan, machinery and machinery layout, propeller, shafting gears and steering plan, pipeline such as bilge and ballast, oil transfer etc. (note: if owner is unable to supply this for any reason whatsoever, and communicate this in writing. Provided it can be demonstrated by the owner that, the strength, stability etc. Of the vessel is as per rules).
(iii) Receipt of registration fees paid.

5. What is procedure to Change of Ownership of a vessel?

If the owner wishes to change the ownership for the vessel outside the state, the same would be done by the Head of Nautical Branch. For the vessels within the state, the same is done as per checklist by the respective port officers.

Following documents are to be submitted for getting the change of ownership of inland vessels.

Request letter from owner.
Declaration of ownership & citizenship of India (notarized) with photographs.
NOC from previous registrar.
Agreement of partnership.
Original certificate of registry.
Original certificate of survey.
No objection certificate from mortgagers or hypothecators or partners.
Proof of permanent and present address.
Sale/purchase deed.
Authority letter of concerned owner for selling/purchasing.
Receipt of fees paid.

11. What are minimum criteria to appear in the Serang examination?

Applicant should have at least 5 year sea going services.

12. What are minimum criteria to appear in the 2nd Class Master examination?

Applicant should have at least 6 year sea going services can be directly appear for the 2nd Class Master examination with/without having Serang Certificate.

13. What are minimum criteria to appear in the 1st Class Master examination?

If Applicant having 2nd Class Master Certificate, is eligible for the 1st Class Master examination. After getting 2nd Class Master Certificate, he can be appear after 3 year from the date of passing 2nd Class Master certificate.

14. Who is the exam authority for I.V. examination?

Chief of Nautical Branch.

15. Which is the institute in Gujarat to provide Nautical Education?

4 Year Bachelor of Technology (B.Tech) residential programs in Marine Engineering were commenced in the year of 2012 by Ganpat University in its constituent college - U.V.Patel College of Engineering. The institute is offer Marine Engineering course in the state of Gujarat approved by the Directorate General of Shipping, Government of India.

16. What is role of GMB in Coastal Security?

GMB has separate Manpower for the safety of Ports. Along with this force GMB is in coordination with Indian Navy, Indian Coast Guard, Marine Police, State Intelligence Bureau etc. for sharing and coordinates in the coastal security. GMB is participating in the Sagar Kavach exercise, NCSMCS, MSDC etc.

17. To whom inform in case of any suspected object/ person/ boat seen along the ports of Gujarat?

If any of any suspected object/ person / boat seen along the ports of Gujarat, person should immediate inform the concerned Port Officer and Nearby Marine Police Station.
